Elections: status quo in the state civil service


Following the elections of 1er as of December 8 in the civil service, the ranking of the main trade union organizations that came first in the State side remained unchanged compared to 2018. FO consolidated its position as leader by a short head, collecting 18.6% of the votes , just ahead of the FSU (18%, + 1.7 points), very established in National Education, which alone represents 40% of voters, and Unsa (17.2%). The leading trio is ahead of the CFDT which, despite its fall of 1.4 points, retains its 4e place with 12.4% of the vote, and the CGT (11.1%, down one point). With its 7.3% of votes, the CFE-CGC ranks 6e and overtakes Solidaires (6.4%).

State civil servants were less mobilized for this election, the participation reaching only 45% of registered voters, against 50% in 2018. These elections, common with those in the hospital and territorial public functions, the results of which will be known on 16 December, were marked by two important new developments which had a strong impact on the result: the generalization of electronic voting, after the experiments carried out during the 2014 and 2018 elections, and the appearance of new dialogue bodies still poorly identified by civil servants despite the intense communication of which they have been the subject. In total, the CGT should come out on top next Friday out of all three public functions (State, hospital and territories), as in 2018.

The stability of the ranking between the main representative trade union organizations does not bode well, unless surprised, of a change in the existing hierarchy of representativeness for all sectors combined. In 2018, the CFDT, which came first the previous year in the private sector, had become the first representative trade union organization in the country thanks to its results in the public service, overtaking the CGT which had occupied first place from the start.
