Franck Riester on the budget: “49.3 is in the Constitution to allow the debate to be closed”

Franck Riester defended this Friday at the microphone of Europe 1 the recourse of the majority to 49.3 to have the finance bill adopted. Despite the ire of the main opponents, the Minister Delegate to the Prime Minister, in charge of Relations with Parliament, declared that the government “assumes” its responsibilities.

Franck Riester defended the government’s budgetary policy at the microphone of Europe 1. The Minister Delegate to the Prime Minister, in charge of Relations with Parliament, spoke about the numerous motions of censure which the majority made the objective after the use of 49.3 on four occasions… in the space of fifteen days.

The government presented this Wednesday in the Council of Ministers its second draft amending budget for 2022. It includes measures of 2.4 billion euros for purchasing power, in the extension of the measures voted this summer for an “anti- -inflation”, in particular by integrating new aid to deal with the rise in energy prices.

“There is obviously a risk of a motion of censure”

Will Elisabeth Borne once again activate Article 49.3 of the Constitution for a “forced passage” of the amending finance bill (PLFR)? “As with every text, we do not want it but we will assume our responsibilities so that the text is voted on”, estimated Franck Riester on Europe 1 this Friday. “I recall that 49.3 is in the Constitution to allow, not to prevent a debate, but to close it and to adopt important texts, in particular financial texts.”

The Minister adds: “There is obviously a risk of a motion of censure. But it is not a failure. It is a bit complex because there are several parties to vote for a single budget, revenue then expenditure. From when we have oppositions that refuse to vote on principle or by an action that aims to unite – the coalition of opposites to vote for amendments that increase expenditure in a reckless way. Prime Minister triggered 49.3 on Wednesday to end the discussion.”

As a reminder, RN deputies announced on Thursday that they will not table a new motion of censure against the government, but will vote on the LFI motion on Friday, after the activation of 49.3 on the entire 2023 draft budget at first reading in The national assembly.
