“French animation refuses to be just a subcontractor in the service of international giants”

Grandstand. We represent the diversity of talent in the world of French animation creation: we are creators and creators, authors and authors, producers and producers, directors and directors, technicians and technicians, actresses and actors, composers and composers, and we ask for the revision of investment commitments in favor of independent French animation production, hastily negotiated by the Superior Audiovisual Council (CSA) with Netflix, Disney + and Amazon Prime Video.

On December 9, 2021, we discovered with amazement that the CSA – which has since become the Regulatory Authority for Audiovisual and Digital Communication (Arcom) – had turned into a fiasco what was to represent a tremendous opportunity for the animation sector: French animation has inherited a negligible portion of platform investments since it will represent, for the next three years, only 0.64% of Netflix’s turnover, 0.56% of Disney+’s and 0% from that of Amazon Prime Video! That is, in all and for all, the equivalent of the production of a single series per year, for Netflix as for Disney+!

Cultural and industrial issues

While the platforms’ general obligation to invest in audiovisual works amounts to 16% of their turnover, the so-called “diversity” clause, which was intended to direct a substantial part of the platforms’ investments -forms to genres other than fiction, has thus been completely emptied of its substance by Arcom.

The latter took no account of the central role of cartoons in the supply, consumption and attractiveness of platforms. In fact, entertainment is an essential reason for them to subscribe, especially for households with children.

In addition, animation largely wins the support of young adults, fond of this form of narration. Animation audiovisual programs alone account for 22% of the content offered by platforms in Europe, according to the European Audiovisual Observatory (” Animation films and TV series in Europe », December 2021).

Arcom has not measured the cultural and industrial issues for the French organization of these agreements.

For more than thirty years, the continuous and coherent action of the public authorities in favor of animation has made it possible to build a French industry of excellence. Thanks to a virtuous support system, our country has become one of the flagships of the world production of cartoons and the first European country with three hundred hours of audiovisual animation programs produced per year (source CNC, ” Audiovisual production supported in 2020 », May 2021) whose manufacture has been massively carried out throughout France for the past ten years.
