Unless there is an emergency, the last meeting of the executive before the summer break is scheduled for Friday. On the Parliament side, there will be no extraordinary session in September, a first for twenty years.
Ministers will soon be able to go on vacation. The last Council of Ministers will certainly be held on Friday July 29 – after Emmanuel Macron’s return from Africa – but they will however have to wait a few more days before setting sail.
Matignon indeed asks them to “to participate in parliamentary business until the end of the session”in a circular dated Friday, revealed by The Parisian and viewed by Le Figaro. Clearly, they must stay in Paris until Sunday August 7th. The time to have Parliament definitively adopt the three texts of the moment, namely the health bills, on purchasing power and on the amending budget.

Even absent, the members of the government must remain reachable. They cannot leave without first providing their contact details, their holiday dates and the address of their holiday resort. They must “choose a destination compatible with the exercise of their responsibilities”, it is specified. Understand: be able to be mobilized quickly in the event of an emergency.
Return to Parliament on October 3
According to an unwritten rule, ministers are called upon not to leave for a destination located more than two hours from the national territory. Emmanuel Macron should for his part take advantage of this summer break to join Fort Brégançon, the presidential residence where he usually goes every summer in the Var.
After these holidays, the members of the government must return to Paris on August 24 at the latest, the date of the Council of Ministers back to school. But their return to Parliament in public session will wait until October 3.

For the first time in twenty years, there will be no extraordinary session in September, announced Tuesday the Minister Delegate in charge of Relations with Parliament, Franck Riester. Objective, according to him: “Give time to consultation with parliamentarians and the French on the texts for the start of the school year”. No doubt also the opportunity to install the famous “National Council for Refoundation” wanted by Emmanuel Macron, and whose launch scheduled for the end of June has been postponed to mid-September.
The first bill on the menu for the new school year will relate to the extension of the unemployment insurance rules, which expire on October 31.
