The previous solutions were “unsatisfactory,” said Bouffier. A “completely confused situation” prevailed in the federal states. In addition, several courts, most recently the Frankfurt Administrative Court, rejected regulations. Bouffier said he had pushed in vain for uniform solutions at the Prime Ministers’ Conference with the Federal Chancellor last week. However, it had been agreed that a joint solution would be worked out among the state chancellery.
