And three. Insubordinate France and the Socialist Party ended up signing an agreement on Wednesday as part of the preparation for the next legislative elections. Like Europe Ecologie-Les Verts and the Communist Party, the fist and rose formation joined the “New Popular Ecological and Social Union”, on the condition, however, that the text be approved Thursday by the National Council of PS.
To do this, it was necessary to discuss at length constituencies, but also convergence between programs. Enough to “to federate on the basis of an ambitious program, all the forces which share it, while respecting their plurality and their autonomy”, write the two formations in their joint press release. Here is what the text of the agreement between LFI and PS contains, which must constitute “the basis of a shared government program of several hundred proposals”.
France Insoumise and the Socialist Party agree on:
• The revaluation of the minimum wage to 1,400 euros net and the organization of a social conference on wages, training, working conditions and pensions.
• The creation of a youth autonomy allowance and a dignity guarantee.
• The right to retirement at age 60 for all, with particular attention to long, discontinuous careers and arduous jobs.
• Freezing the prices of basic necessities.
• Reinforcement and generalization of employee representation on boards of directors.
• The repeal of the El Khomri law, the counter-reforms of the labor code and unemployment insurance and the fight against the uberization of work with the presumption of wage employment for platform workers.
• The affirmation of an imperative of ecological justice, which is expressed through a planning process, driven by new indicators of human progress as well as the green rule.
• The end of the presidential monarchy with the Sixth Republic and the citizens’ initiative referendum, and a new role for local authorities and social, trade union and association movements.
• The development of public services, the refusal of their privatization or their opening up to competition, the creation of a public service for early childhood and support for old age.
• The imposition of equal pay, devote 1 billion euros to the fight against violence against women, extend the duration of parental leave, and in particular paternity leave.
• The establishment of fairer taxation with, in particular, the restoration of the ISF and the repeal of the flat tax.
• The repeal of separatism and global security laws that undermine our individual freedoms.
• The defense of the secular and universalist Republic, the protection of freedom of conscience and expression, resolute action against racism, anti-Semitism and all forms of discrimination and the fight against communitarianism and the political use of religions .
• Real equality in the overseas territories, the right to water and the highlighting of the Overseas Territories as the outposts of the ecological and solidarity bifurcation.
• The adoption of a housing shield in order to limit the share of income devoted to housing, in particular by controlling rents downwards throughout the territory and the production of social housing.
• 1% of GDP dedicated to culture, budgets allocated over five years, throughout the national territory, in order to give new ambition to cultural policies.
• The reconstruction of a global school for equality and emancipation, with the upgrading and recruitment of staff, the school for zero dropouts, the abolition of the reform of the baccalaureate and Parcoursup, the mobilization against school harassment .
• The extension of life expectancy in good health and the reduction of inequalities: the guarantee of access to care, the development of preventive actions, the fight against medical deserts.
• The opening up of new rights such as the right to choose one’s end of life.
On international issues
A specific explanation is dedicated to international issues, in particular European, a major stumbling block in the discussions between PS and LFI. In the text, it gives:
“Rebellious France, heir to the left’s no to the European Constitutional Treaty in 2005, and the Socialist Party, attached to European construction and its achievements in which it is a key player, have different histories with European construction. But we share a common objective: to put an end to the liberal and productivist course of the European Union and to build a new project at the service of the ecological and solidarity bifurcation.
“While certain European rules are points of support, everyone can now see to what extent others, and not the least, are out of step with the imperatives of the ecological and social emergency. On the occasion of the health crisis, certain budgetary and competition rules have been suspended. A breach has been opened in which we must rush to obtain large-scale changes.
“Because of our histories, we are talking about disobeying for some, of derogating temporarily for others, but we are aiming for the same objective: to be able to fully apply the shared program of government and thus respect the mandate that we will have given the French.
“The implementation of our shared program will necessarily lead to tensions, to the observation of contradictions. We will have to overcome these blockages and be ready to disregard certain rules, while working to transform them, in particular economic, social and budgetary rules such as the stability and growth pact, competition law, productivist orientations and neoliberals of the Common Agricultural Policy, etc.
“We will be neither the first nor the last to do so, in France as in Europe (Spain on energy prices, Germany on competition between drinking water companies, Portugal on economic and budgetary aspects etc.). We will do so while respecting the rule of law and firmly opposing attacks on fundamental freedoms by far-right Hungarian and Polish governments.
“As a founding country of the European Union, France will assume its responsibilities in this context. The government that we will form for this legislature cannot have as its policy the exit from the Union, nor its disintegration, nor the end of the single currency. Our objective will be to bring other States with us in order to contribute as a government to redirect European policies and to permanently modify European rules and treaties that are incompatible with our social and ecological ambition legitimized by the people.
“Finally, in an international context of tensions and war on the European continent and in the face of the atrocities decided by Vladimir Putin, we defend the sovereignty and freedom of Ukraine. Furthermore, we continue to work on our convergences to find ways and means to restore peace and preserve the territorial integrity of all countries. We will have to start alterglobalist cooperation to act for a world that respects human rights, democracy and the fight against climate change.
