Emmanuel Macron envisaged Friday, to widen the filing to the defendants in cases of domestic violence and not simply the condemned, on the model of the famous file S “state security”, a proposal considered “dangerous” by Marine Le Pen.
“These are people who we know are likely to be violent because there have already been alerts”, explained the president-candidate on France Info. “Very concretely, if you have already had handrails, complaints that have not been completed (…) it is to be able to file all these people so that when someone comes, his current partner or his future companion, we can know that it is someone (the defendant, editor’s note) who already has a history and has an additional alert”, added Mr. Macron.

Currently the automated judicial file of perpetrators of sexual and violent offenses (Fijais) lists people convicted of certain sexual or violent offences. The government is also working on a file of intra-family violence (VIF) whose outlines are still unclear but to which the candidate nevertheless refers.
The Head of State was responding to a member of a Double Peine association who denounced the reception given by the police to victims of domestic violence or rape.
The latter had previously offered to file sex offenders on the model of S files, a file that falls under the administrative authority and not the judiciary for people likely to “undermine state security”, in particular in terrorism matters.
“It will be the case,” assured Mr. Macron. “It’s a good comparison (…) with S files which are administrative files”, he added.
Marine Le Pen is against
“It is a new administrative file for the perpetrators of domestic violence and not sexual delinquency”, specified the entourage of the candidate who notes that Mr. Macron had already mentioned it on the occasion of the international day of the right of the women.
“It is a tool for vigilance and prevention,” the same source said.
Invited to react to this proposal during her trip to Vaucluse, Ms. Le Pen considered this proposal to be “very dangerous”.
“If a simple daybook can make it possible to register someone on an administrative file for facts which are not linked to a terrorist risk, it is a very serious challenge to our rule of law”, he said. she declared. “It’s a matter of concern.”
