Towards a residence permit for shortage occupations? This is what the government wants through the voice of the Minister of the Interior Gérald Darmanin and the Minister of Labor Olivier Dussopt. New measures that will be proposed as part of the immigration bill to be examined in early 2023.
“Be nice to the good guys and mean to the bad guys”: these are the terms that the Minister of the Interior, Gérald Darmanin, summarizes his new asylum and immigration bill. But the economic dimension will also play a role in this new law. Thus, the executive is considering creating a residence permit for jobs in tension. To achieve this, the government plans to establish the list of trades in tension region by region so that needs are determined in each territory. The social partners will be consulted in November.
Another point on which the executive is working: the status of asylum seekers. Today, an asylum seeker does not have the right to work while waiting for his refugee title. “We are going to facilitate all of this,” we are assured at the Ministry of Labour. Facilitation also for the renewal of residence permits: an immigrant who works and who does not commit an act of delinquency would see his permit automatically renewed without having to go to the prefecture as is the case today.
Toughen sanctions against bosses
This is all that the executive wishes before the debate which will take place in the Assembly and the Senate by the end of the year. If these measures were adopted, several tens of thousands of residence permits would then be issued.
In return, the executive is considering toughening the sanctions against bosses who employ people in an irregular situation: beyond a fixed fine, the government is considering the possibility of administratively closing these companies.
