Six packages for the election victory
Laschet’s “immediate program” in full

Immediate program for the federal election
The federal election is a directional decision. On September 26, 2021, we in Germany will be about to set the right course.
We want to lead our country out of the crisis stronger than before. This requires unleashing instead of new and higher taxes for the economy. It is the guarantee for good and safe jobs and a high level of social security. We will make Germany a climate-neutral industrial country – through new technologies, together with employees and companies. Families are our future, so we will relieve them instead of burdening them. We will modernize our state so that it is up to date and efficient. We stand for a consistent constitutional state and zero tolerance towards crime. With us there is foreign policy stability instead of unpredictable solo efforts. You can rely on the CDU and CSU in uncertain times.
Immediately after taking office, we will launch six packages with immediate measures:
Family package
• More money for parents and children: We will preserve the splitting of spouses for all and introduce a bill to raise the basic allowance for children to that of adults and to increase child benefit.
• More money for single parents: We support single parents in their particularly challenging situation and will increase the relief amount for single parents to 5,000 euros.
• Home ownership for families: We will enable the federal states to grant an exemption from real estate transfer tax of 250,000 euros per adult plus 100,000 euros per child when purchasing owner-occupied living space for the first time.
• More help for caring relatives: We will cap the contribution made by those in need of care and their relatives for inpatient care and in the nursing home to 700 euros.
• Enable family-friendly living: We will significantly increase the housing benefit so that families with low incomes can pay their rents everywhere.
• Right of way for childcare: We want to make childcare costs fully deductible up to an amount of 6,000 euros in order to give parents more financial leeway.
Security package
• More security through video cameras: We want to further expand intelligent video protection in public danger locations, such as train stations. We ensure that there are 1,000 new video cameras at train stations every year.
• More protection for emergency services: We will increase the minimum sentence for physical attacks on emergency services to six months and for insidious attacks to one year imprisonment and thus classify it as a crime.
• Networked security: We will set up a National Security Council in the Federal Chancellery that will bring together foreign and security policy coordination, strategic foresight and intelligence from the Federation and the Länder.
Acceleration package
• Acceleration package for approval procedures: We will present an acceleration package for approval procedures. For power lines, railway lines and other sustainable projects, we will set up the fast lane, a “fast-track approval process”.
• Less time for forms: We will relieve companies of bureaucracy with an extensive unleashing package. To this end, we will increase the thresholds for submitting advance sales tax returns and increase the limit for bookkeeping obligations. We will accelerate and modernize the tax audits.
Climate protection package
• More climate innovations: We will immediately ensure that investments in climate technology and energy efficiency to reduce CO2 are better tax deductible. We are creating a transformation alliance to work together with business, unions, science and environmental associations on the path to becoming a climate-neutral industrialized country.
• Germany roof program: We will set up a KfW Germany roof program with which every owner receives an interest-free loan for a solar roof. This is how we want to promote climate protection for everyone and with everyone.
Relief package
• Relief for small and medium incomes: We will relieve small and medium incomes with income tax. To do this, we will increase the employee lump sum to 1,250 euros.
• More in the wallet for schoolchildren, students and part-time jobs: We will immediately raise the minimum job limit from 450 to 550 euros per month.
• Promote mobility: We will dynamize the commuter allowance so that mobility remains affordable for people from rural areas.
SME package
• Free master training: We will ensure that the master training is free of charge. Because professional training is just as valuable as academic training.
• Future guarantee for our farmers: We want to give farmers planning security – no new burdens and more recognition of their contribution to climate and nature conservation. We will ensure reliability and safety with a grandfathering for new stable construction investments. Those who bind CO2 should be rewarded for this: We will ensure marketable remuneration for the contribution that forests and grassland make to binding CO2, producing oxygen and safeguarding biodiversity.
• Pact for employees, medium-sized businesses, handicrafts and family businesses: With us there will be no tax increases. Crafts, medium-sized businesses, family businesses and industry in particular can be sure that we ensure that additional wage costs remain stable at a maximum of 40 percent.
September 26th is about the right direction for Germany. We want to move our country forward. We are campaigning for both votes for the CDU and CSU and a clear mandate to vote – so that Germany remains stable and the direction is right.
