Strengthening access to digital for the French: the Prime Minister announces a

doubling of aid for very high-speed non-wired equipment

For nearly 10 years, State investment alongside local authorities and telecom operators has made it possible to place France at the forefront of fiber optic deployments in Europe (nearly 3.6 million euros in financing government, including 420 million euros from the recovery plan). Our country thus now has the largest number of optical lines in Europe (28.3 million connectable premises, i.e. 67% of the total premises) and the highest rate of deployment (20,000 premises made connectable per day on the last six months).

These exceptional results will make it possible to achieve the objective of the France Very High Speed (THD) plan: very high speed for all (30 Mbit/sec) by the end of 2022, of which at least 80% by optical fiber. They also confirm the objective of the generalization of fiber optics by the end of 2025.

Subsidies for access to THD reinforced for French people who do not have fiber, and quadrupled subject to means testing

In order to further strengthen effective access to very high speed for French people who do not yet have fiber, the Government is expanding the “territorial digital cohesion” window which makes it possible to cover part (€150) of the cost of access to a non-wired THD solution (satellite, fixed 4G and 5G and radio THD in particular). The amount of this grant will be doubled on 1er April, rising to €300 for very high-speed internet offers and will go up to €600 subject to means testing.

2,000 advisers deployed and 100,000 French people supported since the summer: the new system of France Services digital advisers finds its audience

This unprecedented effort to connect the French is supplemented by an ambitious digital inclusion policy aimed at the 13 million people remote from digital technology. The aim is to give them the means to appropriate digital tools so that they can fully exercise their social, economic and civic life, and seize the opportunities offered by the digital transition.

Thanks to France Relance, an unprecedented effort has been made on the subject of digital inclusion, since the Government has mobilized a budget of 250 million euros over two years (compared to 350,000€ per year previously) to recruit, train , pay and equip more than 4,000 France Service Digital Advisors throughout the country.

Today, 2,000 digital advisers, or half of them, have now taken up their positions in various public and private structures.. More than 2000 other advisors

are being recruited or trained, and will arrive in the field by

month of June. The advisers in post have already supported more than 100,000

peoplein groups or individually:

Faced with this growing arrival of advisors in the field, digital advisor website has been enhanced with an interactive map allowing everyone to easily find the adviser closest to them (https://www.conseiller-numerique.gouv.fr/).

Cedric O : “ Equal access to digital is the gateway, the basis on which

all of the digital policies that we carry out in terms of innovation, technological development, etc. Without digital access, whether it be skills or

uses, our country will not be able to realize its full digital potential “.
