In Paris, aid for the purchase of an electric bicycle will change from October 15, 2022. People with disabilities and the lowest incomes are now targeted. Here, the municipality drastically reduces the panel of users eligible for this bonus.
From October 15, 2022, the purchase premium for an electric bike will change in Paris. David Belliard, deputy mayor of Paris in charge of the transformation of public space, transport, mobility, the street code and roads, relayed the news through his Twitter account. The town hall website provides many details.
The maximum amount and the percentage of support do not change: the aid is still set at 33% of the purchase price excluding taxes, capped at 400 euros. On the other hand, conditions of resources have been added to take advantage of the bonus: only people with an annual tax reference income (RFR) of less than 6300 euros are entitled to it.
Many excluded users
In other words, in Paris, this excludes a large majority of users. Persons with reduced mobility benefit from aid of 33% capped at 900 euros for the acquisition of an adapted bicycle, but no means test is required in this case.
Here is, below, the other aid granted by the municipality, all subject to an annual RFR of less than 6300 euros:
- Electric conversion kit: aid fixed at 33% of the purchase price, with a ceiling of 400 euros (means-tested);
- Cargo bike or electric scooter: aid fixed at 33% of the purchase price, with a ceiling of 600 euros (means-tested);
- Cargo bike or mechanical scooter: aid fixed at 33% of the purchase price, with a ceiling of 600 euros (means-tested);
- Mechanical bicycle: aid fixed at 100% of the purchase price, with a ceiling of 100 euros (means-tested);
- Trailer to transform a classic bike into a cargo bike: aid fixed at 33% of the purchase price, with a ceiling of 100 euros (means-tested).
As a reminder, previously, no income condition was necessary to benefit from assistance dedicated to an electric bike. Nevertheless, Île-de-France still and always offers a financial boost equivalent to 50% of the purchase price including tax, within the limit of 500 euros, and without any means test.
Do not forget about state aid
This aid can be granted 100% by the region, or can then supplement a local bonus awarded by your city, intermunicipality or department. Let us also try to remember that at the national level, state aid has recently been increased: it has increased from 200 to 300 euros, and up to 400 euros for low-income households, up to as of December 31, 2022.
Above all, it is no longer mandatory to benefit from local assistance to take advantage of the state bonus, something that was previously the case.
