President Emmanuel Macron promulgated a law this weekend which will promote the reuse of vehicles destined for scrapping, through rental. The aim is to meet the travel needs of the most vulnerable.

The deputies and senators adopted, on March 27, 2024, the law aimed at promoting the reuse of vehicles, in the service of sustainable and united mobility in the territories, law promulgated by the Head of State, Emmanuel Macron, on April 5, then published in the Official Journal the next day. The objective of the text is to allow the most remote and modest households to rent low-polluting vehicles intended to be scrapped. The initiative will be carried out as part of the conversion bonus.

Thousands of low-polluting cars destined for scrapping will be saved

France made the right to mobility a priority with the mobility orientation law (LOM) of December 2019, but four years later, it is clear that many rural areas do not offer concrete alternatives to the car. In fact, this penalizes the most precarious consumers.

Rental services at social rates have therefore been set up sporadically, by certain communities or actors such as mobility support associations, garages or solidarity rental companies, etc. How it works ? These players rent cars to disadvantaged households, which can be donated, to help them find employment, for example.

The law promulgated and published in the Official Journal sets up a system which will save tens of thousands of cars from being scrapped, so that they can be reused for this famous social and solidarity rental. These vehicles must be in good working condition. Only the least polluting can be reused, all within the framework of the conversion bonus. How does it work in detail?

Only Crit’Air 3 vehicles will be entitled to a second life

From now on, voluntary mobility organizing authorities (AOM), such as urban communities or metropolises, can reuse low-polluting cars eligible for the conversion bonus. They can thus benefit from a second life and benefit consumers in difficulty, who can rent them at a very affordable price. It is the AOMs which make these vehicles available to associative actors.

As we said, only certain vehicles are eligible. Forget Crit’Air 4 and 5 petrol cars straight away, only Crit’Air 3 models and certain retrofitted vehicles (transformed into plug-in hybrid vehicles, for example) can claim it. It will be recalled that the Crit’Air 3 certificate is valid for EURO 2 and 3 petrol cars registered between 1er January 1997 and December 31, 2005, as well as EURO 4 diesel cars registered between 1er January 2006 and December 31, 2010.

Obviously, the second life of these vehicles saved from the scrapyard will not be eternal. They will be put back into circulation for a defined period, before being definitively scrapped. At the moment, the maximum income level to be eligible for the scheme is not known. It will be taken by decree soon, and will complement the very popular social leasing of electric vehicles, which allows you to rent a model for 100 euros per month.
