The Senate opposed Thursday, during the examination in first reading of the draft budget for 2023, to the creation, on the model of the “Heritage Loto”, of a “Biodiversity Loto”, castigating a ” greenwashing of the game”.
Proposed by a Renaissance deputy, Jean-Marc Zulesi, the creation of this scratch game was not discussed in the Chamber of the National Assembly, but was retained by the government after the use of article 49.3 of the Constitution. Unlike the Heritage Loto, the system would only be effective for the year 2023. It could bring in between 10 and 15 million euros for the French Office for Biodiversity. But this initiative has attracted a volley of green wood in the Senate, the Minister of Public Accounts Gabriel Attal contenting himself with formulating an opinion “unfavorable” to its deletion.
“Ten million euros, it’s not with that that we’re going to finance biodiversity,” said Christine Lavarde (LR), for whom “the” idea behind is either to create a new game for the Frenchwoman of the Games, or to come and finance communication actions to talk about biodiversity”. “It is even a public health issue”, she continued, pointing out the “dangers of games and addiction which can be created through play”.

On the other hand, the initiative was defended by Nadge Havet (RDPI majority Renaissance group), for whom it “is part of the desire to promote biodiversity”. The Snat must complete Thursday the examination in first reading of the articles of the “revenue” part of the finance bill for 2023.
