Vocational training: a very political compromise

For the second time since the start of the five-year term, the social partners have reached a national inter-professional agreement on the training of employees, the unemployed and apprentices. The compromise was found during the night of Thursday 14 to Friday 15 October, at the end of a negotiating session held in the premises of Medef. One of the main ambitions of this text is to reaffirm the role of employers and unions in a field where their room for maneuver has been reduced to the benefit of the State by a reform initiated three years ago. The organizations concerned are also clearly positioning themselves in the perspective of the 2022 presidential election, the idea being to “Take a date” and to say that their voice will have to be taken into account by the next team in power.

At the origin of this initiative, there is the desire to take stock of the law of September 5, 2018 “for the freedom to choose one’s professional future”. This has fundamentally transformed systems of continuing education and learning, whether in governance, financing or the mechanisms put in place for companies and workers. The social partners felt the need, in the spring, to assess all these changes, within the framework of “The autonomous agenda” proposed by the Medef.

Ten meetings were held, in the presence of representative organizations at the inter-professional level – with the exception of the CGT, which had declined the employers’ invitation. Those “Joint discussions” led, in July, to a “Synthesis” containing 49 recommendations, which was communicated to the government. The protagonists then sought to give more force to their approach, by trying to conclude an interprofessional agreement. Labor Minister Elisabeth Borne urged them to follow this path. Hence the negotiation, which opened on Thursday at the end of the afternoon, and closed a few hours later – with the participation of the CGT, this time.

Set a course for new negotiations

The final text includes around fifty recommendations drafted during the summer. It takes a unique form because it is a framework agreement, which does not create any additional rights or obligations, at this stage. Its vocation is to set a course for new negotiations, which will have to be completed. “Before the end of the first half of 2022”. Seven themes are on the menu. Among them, there is the reorganization of powers within the training system and the resources allocated to it.
