Chief of staff of Nicolas Sarkozy at the Élysée, of Bruno Le Maire at the Ministry of the Economy, Finance and Recovery, then director general of the Treasury, Emmanuel Moulin was appointed on Wednesday chief of staff to the new Prime Minister, Gabriel Attal.

He is a man who will become Gabriel Attal’s right-hand man. Emmanuel Moulin, current director general of the Treasury, will take up the post of chief of staff of the new Prime Minister. He will form a “pair” with Fanny Anor, Gabriel Attal’s chief of staff at the Ministry of Education. The senior official has been used to rubbing shoulders with ministerial corridors and the Élysée in recent years.

“Emmanuel Moulin has perfect knowledge of the functioning of the State, which the Prime Minister was able to observe when he worked with him as Minister of Public Accounts,” said Gabriel Attal’s entourage. A graduate of Sciences-Po, Essec, Paris II University and ENA, Emmanuel Moulin joined the General Directorate of the Treasury in 1996 as deputy in the Transport office, then in the Treasury, political and monetary office in 1998 to 2000.

Subsequently, the fifty-year-old was appointed alternate administrator of the World Bank in Washington. Then in 2007, he joined the political sphere by becoming deputy chief of staff to Christine Lagarde at Bercy, in charge of macroeconomic files, financial files and European and international affairs. He then joined the Élysée in 2009 as economic advisor to the President of the Republic Nicolas Sarkozy.

After a stint in the private sector, successively at Eurotunnel and Mediobanca, he was again appointed chief of staff, but this time for Bruno Le Maire at the Ministry of the Economy, Finance and Recovery in 2017.
