Western military experts have been predicting it for days, and now it’s becoming increasingly clear. In Ukraine, the government in Moscow seems to be switching to the Russian military doctrine that is unfortunately all too familiar from the recent wars in Chechnya and Syria because of its relentless brutality. Reports and images of targeted bombings of homes, schools, markets and central squares in various cities piled up throughout the weekend. Civilians were fired upon by snipers. The World Health Organization said on Sunday there had been several attacks on health facilities that resulted in deaths.
