The motions of censure tabled against the government by the Nupes and the RN will be debated Monday afternoon by the National Assembly, we learned Thursday from parliamentary sources, after the 49.3 unsheathed to pass the first part of the draft state budget without a vote.
The motions will be examined from 4:00 p.m. and “will be the subject of a joint discussion”, decided Thursday the Conference of Presidents, a body which brings together in particular the President of the Assembly, the presidents of the committees and those of the political groups. . The various groups will follow up the speeches for two and a half hours, before the government takes the floor. Each motion will be voted on separately, with that of the left-wing alliance Nupes being the first to be debated.

The Nupes and the RN tabled these motions to respond to the government’s triggering of Article 49.3 of the Constitution on Wednesday, which aims to have the “revenue” part of the budget adopted without a vote. Only the vote of a motion of censure by an absolute majority (at least 289 deputies) can prevent it, with the collateral consequence of bringing down the government which has engaged its responsibility.
But this hypothesis seems highly improbable, the elected RNs having excluded “a priori” from voting for a text from the Nupes, and vice versa. On the right side, the leader of the LR deputies, Olivier Marleix, ruled out voting for one of the two motions tabled, refusing to “add chaos to chaos”. A rejection of the motions of censure would allow the adoption of the first part of the finance bill (PLF) for 2023 and the passage to the examination of the second, devoted to expenditure, from Thursday, October 27.
In the meantime, the Assembly has already begun, since Thursday morning, to examine the draft budget for Social Security (PLFSS). A review that the government could also interrupt by triggering a second 49.3, again to have the “revenue” part of the text adopted without a vote. In this hypothesis, new motions of censure could be tabled by the Nupes and the RN to oppose it.
For the first part of the PLF, the Nupes (LFI, PS, PCF, EELV) had tabled its motion of censure on Wednesday in the wake of 49.3 triggered by Prime Minister Elisabeth Borne. The text signed by the 151 deputies of the left alliance denounces an “act of anti-democratic brutality”.
The group of RN deputies in the National Assembly tabled its motion on Thursday, signed by the 89 RN deputies and Nicolas Dupont-Aignan. They deplore in particular that the presidential camp, devoid of an absolute majority, has “never sought a compromise, not wanting at any time to influence its political project”.
