What triggered the incorrect assignment is currently being investigated. One possible cause is the use of several IT systems with different categories of vaccination status. Tschentscher also stated that due to the rapidly increasing number of infections, those responsible could no longer keep up with assigning the correct vaccination status for new infections.

Apparently because of this, Hamburg had reported far too high incidences in the unvaccinated for several weeks. In mid-November, the First Mayor said that 90 percent of new infections were due to unvaccinated citizens and that the incidence among them was 605. The vaccinated, on the other hand, had a seven-day value of 22.

An inquiry from the FDP member of parliament Anna von Treuenfels-Frowein and research by “Welt” and “Süddeutscher Zeitung” finally revealed that the vaccination status was often unclear. In mid-November, this was the case for 63.2 percent of new infections.
