what changes on July 1 for the household budget

How are gas prices evolving at 1er July ? Unemployment benefits? Parisian rents? The partial activity allowance? The scrapping bonus? Aid for energy renovation? The terms of the credits? Overview of the main changes affecting personal finances.

  • Gas: almost 10% increase

After an increase of 4.4% in June, the regulated gas prices of Engie rose on average by 9.96% (excluding taxes) on 1er July, announced the Energy Regulatory Commission (CRE).

According to his deliberation, the increase will be 2.8% for customers using gas for cooking (they are around 430,000), 6% for those with dual use, cooking and hot water (around 360,000) and 10, 3% for those heating with gas (1.54 million).

Above all, writes CRE: a “Price increase on the world market” explained by a “High demand linked to the recovery”, for “The increase in the price of CO emission allowances2 in Europe, which increases gas consumption for electricity production to the detriment of coal ”, through “Maintenance operations in the North Sea” (limiting imports of Norwegian gas) and by “The low level of European storage” (weather related).

This ” sharp rise (…) is also due for more than 2% to the participation of gas in favor of the energy transition ”, adds CRE, citing the system of “energy saving certificates”, which obliges suppliers to finance energy saving actions.

Since 1er July 2020, these regulated tariffs increased by almost 36%. The increase amounts to 1.1% since 1er January 2019 and at 2% since the start of 2015.

  • Partial unemployment: the benefit decreases in some cases

1er July, the compensation received by employees in partial activity increases from 70% to 60% of the gross salary (approximately 84% to 72% of the net salary) in the general case and in the absence of an activity agreement long-term partial.

However, the employees “Companies from sectors most affected by the crisis and those from administratively closed companies will continue to receive compensation equal to 84% of net salary until August 31”, indicates the Service-public site, which notes that this development goes hand in hand with the gradual resumption of economic activity.

  • Revaluation of unemployment benefits and degression

Unemployment insurance benefits increase slightly on 1er July for “94% of job seekers compensated by unemployment insurance, or about 2.4 million people”, announced Unedic on June 29, estimating the cost of the measure for Unemployment Insurance at 210 million euros for the year and a half to come.

The rate of increase is between 0% (for 6% of benefit recipients) and 0.6% (this maximum rate concerns in particular all recipients of the minimum allowance, and benefit recipients who have been compensated for more than six months).

As for the application of the reform of the calculation of unemployment benefit, already postponed several times and scheduled for this 1er July, it was suspended by the summary judge of the Council of State. The way of setting the daily reference wage, which is the basis for calculating the allowance, therefore remains unchanged for the time being.

But the degression of allowances for employees under 57 years of age with high incomes (over 4,500 euros gross) does indeed come into force, confirmed the Ministry of Labor. With an adjustment linked to the economic situation, provided for by a decree of March 2021: the degressivity will only occur after eight months of compensation, and not six.

  • The energy performance diagnosis gets a makeover

From July, the energy performance diagnosis (DPE), communicated for the sale and rental of a property, is no longer informative but legally enforceable. A measure of the law on the evolution of housing, development and digital (ELAN) of 2018 which was to enter into force at the beginning of 2021 but was postponed by six months. A buyer or a tenant who believes they have suffered economic damage because of an incorrect label can therefore take action against the seller or the owner.

Above all, the embodiment of the energy performance diagnosis is reviewed.

Among the changes: the calculation system based on the energy bills of the dwelling will no longer be usable, the calculation will still be made on the basis of the characteristics of the building (quality of insulation, heating system, etc.). And the lighting will count. The DPE will have only one label, compared to two today – one for the primary energy consumption of housing, the other for its greenhouse gas emissions.

  • Limited ecological bonus and scrapping bonus

The maximum level of the ecological bonus, which can be applied to the purchase of a new electric or plug-in hybrid vehicle is lowered by 1,000 euros to 1er July. Example: it goes from 7,000 to 6,000 euros (within the limit of 27% of the price) for the purchase of an electric vehicle of less than 45,000 euros emitting less than 20 g / km (this is the category of vehicles for which the bonus is the highest).

Another change: the conditions of access to the conversion bonus, the “scrapping bonus”, are tightened. For example, it will no longer be granted for the purchase of a diesel vehicle or one bearing the “Crit’Air 2” sticker.

  • MaPrimeRénov ‘: for landlords too

This public was not previously concerned by this aid, which can be paid to households to finance energy renovation works and the amount of which varies according to household income, the number of dependents, location, work completed.

For the file to be eligible, the quote must have been signed after 1er October 2020.

  • Further reduction of the maximum credit rate

The rate at which banks can lend money is capped: it cannot exceed the usury rate. This maximum rate, which includes all costs related to the loan, is calculated each quarter on the basis of the average rates charged in previous months, increased by one third.

For July, August and September 2021, these ceilings are lower compared to the second quarter. The wear rate pass for example from 2.60% to 2.48% for a mortgage over 20 years or more. And from 2.52% to 2.44% between 10 years and 20 years. For bridging loans, it drops from 3.05% to 2.93%. These usury rates have melted in recent years, in connection with the fall in loan rates.

  • Compensation for Liberal sick leave

All liberal workers covered by the National Old Age Insurance Fund for Liberal Professions (CNAVPL) will be able to benefit from daily allowances (IJ) in the event of sick leave starting from the 1er July. “The IJ will be paid from the 4e day of stoppage, for a maximum period of 87 days’, “Within the limit of 360 IJ over three years”, specifies the CNAVPL, which manages the device.

How much will the compensation be? “At half of the professional’s income, taken into account within the limit of 3 PASS” (three times the annual Social Security ceiling, i.e. 123,408 euros in 2021), and with a minimum amount of 22 euros per day (which does not concern microentrepreneurs), details the CNAVPL.

The annual membership fee “Will be between 50 euros and 370 euros”, depending on income. For microentrepreneurs, the reform will result in an increase in the overall contribution rate from 22% to 22.2%.

The measure is included in the 2021 Social Security budget. According to the National Union of Liberal Professions, 130 million euros of IJ will be served per year.   • Parisian rent regulations: new ceilings

If you buy a second-hand bike (apart from children’s bikes) from a professional from this 1er July, it must be permanently marked with a unique number, listed in a database. A measure which aims to fight against theft and illicit resale and which already applied since 1er January to new bikes.

The main deadlines for July

  • July 6 Deadline for high school scholarship applications, on paper or online. A second application period will then be open from September 2 to October 2. There is no step to be taken for a renewal.
  • July 20 First refunds from taxpayers who paid more income tax in 2020 than they owed, as part of the withholding tax. Reimbursement, by transfer, “Will occur in most cases either on July 20 or August 6, 2021”, indicated the Ministry of the Economy.
  • July 26 Start of uploading and sending of income tax notices for 2020 (until September 6).
  • July 27 End of the 2021 summer sales in mainland France, except in Moselle (they will end on July 23), in Corsica (it will be on August 10), in the Alpes-Maritimes and the Pyrenees-Orientales (end on August 3) .
